SYMPTOMS

DGMGRL> CREATE CONFIGURATION '' AS PRIMARY DATABASE IS '' CONNECT IDENTIFIER IS ;
Configuration "" created with primary database ""

DGMGRL> ADD DATABASE '' AS CONNECT IDENTIFIER IS '';
Error: ORA-1017: invalid username/..; .... denied

TT00 (PID:167481): Check that the source and target databases are using a paswd file
TT00 (PID:167481): and remote_login_pasworfile is set to SHARED or EXCLUSIVE,
TT00 (PID:167481): and that the SYS

is same in the paswd files,
TT00 (PID:167481): returning error ORA-16191
